Marc Tolson, a computer specialist and lead database administrator in
the
management office of NOAA's Office of Finance and Administration, is NOAA's
newest Employee of the Month. Marc's supervisor calls him a "lifesaver."
When a series of staffing losses coupled with hiring restrictions left
NOAA's Information Technology Center precariously short-handed two years
ago, Marc quickly stepped up to the plate, ensuring that the critical
linkage of financial management and accounting services was not impaired.
With experience in administrating another database system, Marc agreed
to "temporarily" fill in. That was over two years ago.
He was instrumental in bringing several CAMS (Commerce Department Administrative
Management System) modules online and in preparing the "go-live." So much
is involved in this process - accounts receivable and payable, bankcard,
travel, grants, procurement, cost estimating, inventory and contracting,
among numerous other functions. To minimize service disruption, Marc has
worked weekends and long after-work hours - during one period, he was
on 24x7 call for months without a backup.
First hired as an applications developer, Marc has since created or updated
a number of key Office of Finance and Administration applications. These
include the distribution system used by NOAA's print shop to send mass
mailings to employees and constituents, the Freedom of Information Act
tracking system, and the system that tracks and feeds information about
NOAA facilities to the General Services Administration. And when an ugrade
to the server used to distribute all-NOAA messages introduced some strange
characters into the messages, it was Marc's persistence and skill that
resolved the problem.
Marc continues as lead database administrator for CAMS and additionally
provides all levels of Oracle expertise - a skill he very quickly picked
up - at NOAA's Office of Finance Administration, Information Technology
Center, in Largo, Maryland.
