July Team Member
A Vital NOAA Resource

Rosemary McKeeby has been providing contract support to
the National Ocean Service's Office of Ocean and Coastal Resource Management
for nearly three years. And she has built quite a track record! Recognized
for her adeptness at zeroing in on new responsibilities, excellent team
spirit, and flexibility in tackling new challenges, Rosemary is being
honored as July's Team Member of the Month.
A new graduate of the Master's program in marine policy at the University
of Delaware, Rosemary has effectively helped improve interagency coordination,
technical assistance and communications with state partners. She has supported
NOAA on many interagency clean water and watershed coordination projects.
Just recently, she assisted NOAA and other partners by taking the lead
in updating the interagency cleanwater.gov website. She also took the
lead in organizing this year's OCRM/state program managers meeting, which
included a broad range of coordination between representatives of NOAA's
Coastal Zone Management and National Estuarine Research Reserves, Sea
Grant and EPA.
She is being cited, in particular, for her recent direction of a mandated
program evaluation of the Jobos Bay National Estuarine Research Reserve
in Puerto Rico. Rosemary led the evaluation team and then developed the
report, demonstrating a skilled level of understanding and coordination.
After helping to identify resource management concerns at federal, state
and local levels, Rosemary worked with all parties to fashion a set of
recommendations that can significantly work to protect valuable coastal
resources.
Rosemary has also worked on numerous shorter-term projects, including
researching legislative requests, developing special events and compiling
input for the 2002 Biennial Report to Congress on Coastal Zone Management.
